Central Government of India has announced the creation of Higher Education Financing Agency (HEFA). The Initial capital of Rs 1,000 crore leverage funds will be used to create infrastructure in India's top IIT's. Jaitley also mentioned about creating the regulatory architecture which will emerge was world class teaching and research institutions for top ten public and private institutions.

He also announced the opening of 62 Navodaya vidyalaya's in next two years and also the establishment of digital repository for academic certificates like School Leaving Certificates, Mark Sheets, Academic Awards and College Degrees which will help to validate, safe storage and easy retrieval.The Government is also concentrating on imparting quality education to students after the universalization of primary education in the country.
Jaitley also emphasized on the government's commitment in empowering higher education to impart world class teaching and research institutions. This will enhance quality and affordable access to all Indians. Allocation of shares to Sarvashiksha Abhiyan will also be allocated by government..
